The Dodd-Frank financial reform bill is soon to be the law of the land. Through the creation of new regulatory bodies overseeing systemic risk and everyday financial services, proponents argue it heralds a new regime governing the provision of financial services across the economy. To understand if the law can usher in a new set of safeguards for consumers and investors alike, it is time to focus on what is exactly in the bill and whether and where the contents hold promise and create potential pitfalls.

Will the law end the growth of firms “too big to fail”? Will it put a stop to the predatory practices of the fringe financial sector serving low- and moderate-income Americans? Will it provide increased access to high-quality and low-cost financial services? Will the bill stifle or stimulate innovation? How will it alter the financial services landscape from Wall Street to Main Street?
